People with special needs may not be able to function normally in public areas without assistance. When I’m working on something, I may get frustrated when people are not helping me get it done.

However, when you are faced with this problem, there are always people who will help you get the job done. The idea behind this quote is that if people are not allowed into the library because they have special needs, then that will make the library less accessible to everyone else. This will not be fair because everyone should have equal access to the library.
